Grants, Down Payment Assistance and Home Rehab loans are available throughout the State of Utah. Some are available at specific times of the year, on a first-come-first-serve basis. Other programs are available throughout the year.

UTAH HOME START PROGRAM DETAILS:

COULD YOU USE A $5,000 HOUSING GRANT?

Utah home buyers are now eligible to receive $5,000 to use towards down payment or closing costs of a home purchase. Sign up now to receive more information about Utah Home Start Grants or other Utah Grants.

The Home Start Program provides eligible households with up to $5,000 in assistance funds that may be used toward down payment and closing costs. Funds are available on a first come, first served basis.

  • No first-time home buyer requirement. All buyers are eligible.
  • If you are a first-time home buyer, a home buyer education course will be required.
  • Purchase limits apply. These are determined by each county.

  • Must occupy the property as primary residence (no investors).
  • Manufactured homes and mobile homes are not eligible.
  • Household income limits apply. These are determined by number of people in the household.

Down Payment Assistance Program

The City offers a Down Payment Assistance Program to low- and moderate-income persons wishing to purchase a home in the City of West Jordan. The program provides loans for half of the required down payment and one-time closing costs for a combined total of $5,000. Homebuyers are required to meet income requirements and to live in the home for a period of 5 years. After the initial 5-year period, the loan is forgiven and no repayment is due. 

Housing Rehabilitation Program

The City offers low-interest loans to homeowners living within the City of West Jordan for the

rehabilitation of existing homes to bring them up to the Department of Housing & Urban Development’s Minimum Property Standards. Loans are for a 10-20 year period at a 5% interest rate. Seniors and disabled persons may qualify for a 0% interest deferred loan with no payments required until the home is disposed of.

Grant Programs

West Valley City grant programs are for eligible West Valley City residents looking for down payment assistance on a first-time home purchase; low-interest loans for safety and code-related home and mobile home improvement projects; and emergency repair and minor maintenance projects.

 

Down Payment Assistance Grant

Homeownership is one of the keys to healthy neighborhoods. In order to encourage homeownership within West Valley City, a down payment assistance grant in the amount of $7,500 is available to households wishing to locate within West Valley City boundaries. There are several requirements in conjunction with this grant. Program guidelines are listed in the links below.

Home Rehabilitation Loan
Homeowners in West Valley City may qualify for low interest or deferred interest loans in order to carry out needed repairs on their residence. There are several requirements and stipulations in conjunction with this grant. Program guidelines as well as contact information can be found in the links below.

 

Mobile Home Rehabilitation Program
West Valley City resident owners of mobile homes may qualify for a grant to make needed repairs on their mobile home. There are several requirements and stipulations in conjunction with this grant. ERMMA (Emergency Repair & Minor Maintenance)
This grant is available to extremely low income homeowners who need to make emergency repairs in order to prevent further or more extensive damage to their home. Program guidelines and contact information are listed in the ERMMA links below.

Green & Healthy Homes Initiative

Salt Lake County is part of the national movement to implement housing strategies for creating healthy, safe, energy efficient homes for low- to moderate- income families. 

Community Development Block Grant (CDBG)

The CDBG program, sponsored by the U.S. Department of Housing and Urban Development (HUD) is a source of funds for West Valley City's community development and housing programs. The primary purpose of the Community Development Block Grant (CDBG) program is the development of viable urban communities by providing decent housing, a suitable living environment and expanded economic opportunities, principally for persons of low income. West Valley City receives funds annually to carry out CDBG eligible activities. The city directs these funds to housing, economic development, infrastructure improvements, public facilities, and public service. The solicitation of CDBG applications is to assist the city in carrying out eligible activities that meet the needs of low-income persons in West Valley City.

Davis County 

Grants up to $5,000 to assist with down payment and closing costs are now available on a first-come basis for qualified applicants. To apply for the grant, buyers must meet the income requirements, be a first-time home buyer, and complete a HUD approved home buyer education class.  Buyers must provide a minimum of 1/2 of the required down payment with their own funds toward the purchase of a single-family home in an eligible city. Purchase price cannot exceed $250,000. Not available in Clearfield, Fruit Heights, Layton and South Weber.

Clearfield City

Grants are available for income qualified first time home buyers wishing to purchase a home in Clearfield City. Grants shall not exceed $3,000 and will be awarded on a 1-to-1 match ratio. Applicants must contribute a minimum match of $1,000 of their own money toward the purchase of the home.  Only single detached family homes are eligible. Purchase price cannot exceed $175,000.

Home Repair Programs

The home repair program assistance income qualified owner-occupied households by providing grants to pay for emergency repairs that are a threat to health and safety and require immediate action. Examples of repairs include plumbing and electrical problems, roof repair/replacement, heating/cooling systems, structural, floors, doors, ceilings, grab bars and safety rails.

 

Weber County

Homeownership Assistance Program

The Homeownership Assistance Program is designed to increase home ownership throughout Weber County. The program is offered to qualified moderate income households on a first come, first served basis and as funding is available.

First time homebuyers purchasing their primary residence in Weber County can receive a $5,000 zero interest, deferred payment loan. These loans can only be used at the time of closing for down payment, closing costs, or principal reduction toward the first mortgage loan balance.

Logan City

Logan City offers a number of different grant programs designed to assist eligible homeowners purchase a new home, address interior or exterior life-safety and livability issues such as: roof replacement, electrical upgrades, egress windows, energy efficiency upgrades, elimination of ADA barriers, smoke detectors, plumbing upgrades etc. to help fund exterior renovations of single-family structures - all of which are designed to improve the condition of an existing single-family dwellings and contribute towards the livability of our neighborhoods.

The various programs that have been created for Logan City residents are designed to:

  • help homeowners improve the safety and aesthetics of their homes;
  • increase accessibility to home ownership;
  • improve exterior aesthetics (curb appeal) of homes to preserve and enhance the neighborhood; and
  • facilitate ways neighbors can work together for the common good of the neighborhood.

Housing Rehabilitation Assistance (HRA) Program 
Do you own a home with safety issues such as a leaky roof, faulty electrical, or old windows but don't have the resources to correct them?  The HRA grant program provides grant funding to help address life-safety issues on the interior or exterior of owner-occupied residences in Logan.  Eligibility for the HRA Program is income based and requires a minimum match. 


Neighborhood Reinvestment Grant (NRG) Program
Do you own and live in a home that was built prior to 1970 and in desperate need of a makeover?  Does your home need a refreshed yard or a new front door? The Neighborhood Reinvestment Grant (NRG) Program offers grant assistance to eligible homeowners to help renovate the exterior of their homes.  Grant assistance is available for a variety of exterior projects including paint, siding, windows, doors, landscaping, etc. to help beautify and improve the value of your home and maintain and improve the character of your neighborhood.  Eligibility for the NRG Program is limited to owner-occupied, single-family residences built prior to 1970.  The program is income based and does require a cash match.  The amount of the match is tied to the scope of the project and proposed work being done.  Please see the information guide and application packet for further details click on the link below.

Welcome Home-Own in Logan Assistance Program 
Neighborhood Housing Solutions (NHS)
Home ownership may be within your reach! 'Welcome Home' provides funds for assistance in the purchase of single-family homes that will remain owner-occupied. Additional funding is provided for the deconstruction of active secondary units. 'Welcome Home' is not limited to first-time home buyers.  Additional program requirements apply.

Community Tool Shed
Your source for tools for your group's next community work project! The Community Tool Shed is Logan's free tool library. A variety of tools and materials can be checked out to assist not-for-profit groups.


Citizen Assist-Sidewalk Snow Removal Assistance
Designed to help with snow removal from the sidewalks of persons who don’t otherwise have the financial or physical capacity to do so. Citizens can report addresses where sidewalks are not shoveled to the Cache Valley Volunteer Center or the City of Logan, (435) 716-9025.

Bear River Association of Governments (BRAG) Programs 
Single Family Rehab and Reconstruction Loan Program
This program provides much-needed funding to address inadequate housing. Low-to-moderate income families may borrow money at low-interest rates to make needed and eligible repairs. By investing in the rehabilitation of existing dwelling units, a home's lifespan can be extended. Funds are provided by the Olene Walker Housing Loan Fund.

Furnace Replacement/Repair Program
Help is available to repair or replace, when necessary, furnaces in low-income households. Funding is available to pay part, or all, of furnace repair or replacement costs for those eligible families who need the help.

Weatherization Program
The goal of the Weatherization Assistance Program is to enable low-income households to participate in energy conservation programs, which lessen the impact of utility costs on their household budgets. Participating households are averaging nearly 25% in savings or approximately $400 per year. Priority is given to the elderly and handicapped, high-energy consumption, emergency situations, and where preschool children are present. Others are eligible to apply.

Family Financial Wellness Workshop
Family Financial Wellness Workshops are hosted by Bear River Association of Governments and are FREE for Cache Valley residents of all ages, and income ranges to learn more about the basics of credit, budgeting, home ownership, banking and more.

CHENOA FUND

Chenoe Fund provides down payment assistance with 2 options. These options include Forgivable Financing and Repayable Financing. Each option has different qualifying factors. Below are additional details for these programs:

  • No first-time home buyer requirement (program available to everyone)
  • Must qualify for 30-year FHA financing
  • Borrower income must fall within program limits (your income will determine which program you may qualify for)
  • Funds are available for purchase only (not for refinance)
  • Borrower must occupy the property (no investors)
  • Funds can’t be used for new construction condos
  • Can be used anywhere in Utah
  • Minimum credit score 620
  • Non-occupant co-borrowers are allowed (great option if you need help to qualify!)
  • 1st mortgage financing provided by CBC Mortgage Agency

Utah Housing is the #1 down payment assistance program in Utah. This program offers flexibility for buyers needing help with down payment and closing costs.

WHAT IS UTAH HOUSING?

Utah Housing was established by the Utah Legislature in 1975 to provide decent, safe, and sanitary housing for low and moderate income families of the state.

There are 4 loan options within Utah Housing:

  1. First Home Loan
  2. Home Again Loan
  3. Score Loan
  4. NoMI Loan (No Mortgage Insurance)

Utah Housing helps eligible borrowers who do not have enough money to pay for a down payment and closing costs when purchasing a home. The average amount a home buyer must save for a down payment and closing costs is between 5% – 6% of the home purchase amount. Utah Housing allows an applicant to borrow up to 6% of the home purchase amount, which can help cover the down payment and closing costs.

Please be aware the Score Loan and NoMI Loan offer 4% instead of 6% for the home buyer’s down payment or closing costs.

WHY USE UTAH HOUSING?

Individuals and families who otherwise are unable to purchase a home because of insufficient funds for a down payment and closing costs may still become homeowners by using Utah Housing.

HOW CAN I QUALIFY FOR UTAH HOUSING?

The following are important things to know when applying for Utah Housing: 

  • Your total gross household income must fall within the income limit restrictions. These limits vary by county so please call (801) 513-1591 to find out if you qualify.
  • Your credit history must indicate that you pay your bills on time. You must have at least a 620 credit score.
  • You must be able to qualify for government (FHA) or conventional financing. Get pre-approved today!
  • You must live in the home – can’t purchase as a rental.
  • Non-occupant co-signors are allowed (First Home Loan only).

 

Federal Programs

The Down Payment Assistance (DPA) programs administered by Community Development Corporation of Utah (CDCU) are federally funded and are to be used to help income-eligible, first-time home buyers purchase single family residences. Funds may only be used for down payment requirements and/or closing costs associated with a first mortgage. There are a limited number of deferred loans/grants available each year and qualified applicants will receive their financial award on a first come, first qualified basis—no waiting lists.

HomeFit™ Mortgage

Community Development Corporation of Utah (CDCU) offers the HomeFit™ Mortgage, a loan for qualified homebuyers that is an affordable alternative to other mortgage loans. The HomeFit™ Mortgage finances 100% of the purchase price of the home through two loans – the first 80% is covered through a conventional loan, and the remaining 20% is a second mortgage that is serviced and managed by CDCU’s affiliate, Community Development Fund of Utah.

Because of the two loans, there is NO requirement for mortgage insurance. The interest rate on the second mortgage is 2% higher than the interest rate on the first. Even with the higher interest rate, the combined monthly mortgage payments are less than what they would be on a FHA loan.

There is a 2% minimum contribution required, which is applied towards closing costs. This requirement creates serious buyers who are less likely to default on their mortgage. If you need help saving, CDCU also offers a matched savings program (HomeFit Saver) available to help you work towards saving your 2% contribution. Our homeownership advisors will help you create a personalized savings plan to assist in preparing for your home purchase and reaching your financial goals.

In addition, CDCU’s outstanding home buyer education fully prepares clients for the home purchase process.

THINKING ABOUT REFINANCING?

The HomeFit™ Mortgage is also available for people interested in refinancing their mortgage without having to pay for mortgage insurance. The requirements are similar to qualifying for a home purchase mortgage. You will need to have a minimum credit score of 620, stable employment history, no major derogatory credit items (such as bankruptcy), some money in reserves, and some equity in your present home.

FAQ’S
WHY IS THERE A 2% PREMIUM ON THE SECOND MORTGAGE?

Providing 100% financing can be risky. This is our equivalent to mortgage insurance. Even with the higher interest rate, the combined monthly mortgage payments are less than what they would be on an FHA loan. If you are able to put 20% down, you will not have a second mortgage. Speak with one of our advisors and they will help you create a plan to save your 20%.

IS THERE A PREPAYMENT PENALTY ON THE HOMEFIT™ MORTGAGE?

There is no pre-payment penalty. We encourage you to pay extra towards your second mortgage in order to pay it off quickly. You will end up paying less money in interest by doing this. As a matter of fact, if you can pay off the second mortgage early, your monthly payments will go down while you are also building equity in your home.

DO I NEED TO MAKE TWO SEPARATE PAYMENTS?

Yes. Fortunately, both payments are sent to the same place. This makes payment easy. You can also set up automatic payments from your bank account instead of mailing the payments.

WHAT DO I NEED TO DO TO APPLY FOR THE HOMEFIT™ MORTGAGE?

Your first step is to meet with one of CDCU’s homeownership advisors to review your situation and determine if the HomeFit™ mortgage is a good option for you. We will also discuss other mortgage options and programs that may be available based on your situation. Our goal is to help you determine your readiness for home purchase, determine action steps needed to prepare for homeownership (if needed), and provide information on additional resources, options, and programs.

CDCU Down Payment Assistance

Financial Assistance for Homebuyers in Utah

In order to help ease the burden for potential homebuyers, the Community Development Corporation of Utah (CDCU) offers federally funded Down Payment Assistance (DPA) programs. These programs provide income-eligible, first-time homebuyers with funds to for down payment requirements and/or closing costs associated with a first mortgage, in order to help these individuals purchase homes. Under the CDCU’s program there are a limited number of deferred loans/grants available each year, which is why applicants will receive their financial award on a first come, first qualified basis.

Available Assistance
The program specifics vary according to the city in which the borrower is purchasing a home. In Salt Lake City, the program offers up to $7,500 in down payment assistance in the form of a forgivable, 15-year loan, with a maximum purchase price of $289,750. Taylorsville residents can receive a $5,000 loan, 20 percent of which is forgiven per year for up to 5 years, with a maximum purchase price set at $299,500. Those purchasing in areas of Salt Lake County (except Salt Lake City, Taylorsville, West Valley City, and West Jordan) can receive $5,000 in down payment assistance, in an unforgiveable loan.

Eligibility Requirements
Qualifying applicants must be able to contribute at least 1 percent of their own funds towards the purchase of the home, and have a debt-to-income ratio of no more than 45 percent. All applicants’ annual income must fall under 80 percent of the median income for the area:

1 person household: $42,250
2 person household: $48,250
3 person household: $54,300
4 person household: $60,300
5 person household: $65,150
6 person household: $69,950
7 person household: $74,800
8 person household: $79,600

*Household income is defined as all income received by household members (18 years or older) who will be living in the home, even if they are not on the mortgage.
